In mobile and IP networks, a Home Subscriber Server is where, per subscriber, it's recorded who they are, what they're allowed to use and which services are active. Authentication and authorisation run through it.
The same principle applies in a location network: per room, unit or user it's recorded which channel package, which bandwidth and which network permissions apply.
That central registration makes management scalable. A new unit or an extra channel package is then a setting, not a visit to the installation.
